Well, Newgrounds is a platform for sharing art, audio, movies, and games with all the people here. You can only upload a photo if you have any drawing or illustration on it.
It's not like on other social networks that you can upload photos of anything, memes and shitposts; this is more serious, for people who like and enjoy making art, music, games and animations. If you try to upload a photo that is not related to art, maybe someone can find it and flag it, probably deleted in a few days.
